Rep. Dave Joyce (R-OH), co-chair of the Congressional Cannabis Caucus, has announced plans to reintroduce the Strengthening the Tenth Amendment Through Entrusting States (STATES) Act, a bipartisan bill aimed at protecting state marijuana programs from federal interference. The STATES Act would amend the Controlled Substances Act to remove federal criminalization of individuals complying with state cannabis laws. Joyce’s goal is to promote states’ rights and signal to the federal government that it should not interfere with state cannabis programs. While the bill is being finalized, details on specific changes from previous versions have not been provided. Joyce has also sponsored legislation to remove cannabis from the Controlled Substances Act entirely and has supported various measures to prepare for federal legalization and incentivize state-level expungements of prior cannabis convictions. Once the revised STATES Act is filed, Joyce plans to build a strong bipartisan coalition to demonstrate its support and work toward passage.
