The train arrived at Khasan station, where Kim met the Russian environment minister before continuing north. Accompanied by senior military officials, Kim might meet Putin after the Eastern Economic Forum in Vladivostok. The summit’s location and time remain unconfirmed, but a secure venue could be the Vostochny cosmodrome. The Kremlin spokesperson stated that it would be a full-scale visit to strengthen ties, including negotiations and potential one-on-one communication.

Concerns exist in the West that North Korea intends to provide weapons to Moscow to replenish depleted stocks due to the Ukraine conflict. Russia faces ammunition shortages and may seek imports to address the deficit. Despite US warnings, Russia prioritizes its interests in relations with North Korea.

Kim’s delegation includes senior officials, suggesting potential munitions agreements with Russia. This marks Kim’s first foreign visit in over four years, post-Covid-19 pandemic.

US officials believe Putin aims to secure more North Korean artillery and ammunition to defuse a Ukrainian counteroffensive. Kim could seek energy, food aid, and advanced technology, increasing North Korea’s threat potential.

However, Russia may be reluctant to share closely guarded weapons technology for limited munition supplies. This situation could deepen concerns about a prolonged conflict in Ukraine.

The White House urges North Korea to adhere to its commitments not to provide arms to Russia, while the US State Department warns of potential sanctions for any arms deal.

In summary, Kim’s visit to Russia involves arms discussions and potential agreements, raising concerns and warnings from the US regarding arms transfers and sanctions.
