Rocha is accused of meeting with Cuban intelligence operatives and providing false information to U.S. officials about his travels and contacts. The complaint reveals that Rocha served in the State Department for two decades, including top posts in Bolivia, Argentina, and the U.S. Interests Section in Havana in the mid-1990s. Rocha allegedly received $2.25 million in bribes and maintained ties with Cuba even after leaving the federal government. The trial highlights Cuba’s efforts to target and influence government officials.
