Germany, France, and Italy have reached an agreement on the regulation of artificial intelligence (AI) in the future, aiming for binding voluntary commitments for both large and small AI providers in the European Union (EU), according to a joint paper seen by Reuters. The European Commission, Parliament, and Council are currently negotiating the EU’s stance on AI regulation. The European Parliament had initially proposed binding the code of conduct only for major AI providers, primarily from the U.S., but the three EU governments are advocating for rules to be binding for all, emphasizing the need for trust and security in smaller European providers. While initially no sanctions would be imposed, a system of sanctions could be established for code of conduct violations over time, with a European authority monitoring compliance. The German government emphasized the importance of regulating AI application rather than the technology itself. The topic of AI will be discussed during a digital summit in Germany and talks between the German and Italian governments in Berlin.
