The FSA published the enactment of the Cabinet Office Order Partially Amending the Detailed Regulations for Enforcement of the Mutual Loan Business Act, etc. and other Orders, as well as the amendments to the Comprehensive Guidelines for Supervision of Major Banks, etc. and other relevant Comprehensive Guidelines for Supervision, which accompany the enforcement of the Act Partially Amending the Penal Code and Other Acts (Act No. 67 of 2022) and the Act on Arrangement of Related Acts Accompanying the Enforcement of the Act Partially Amending the Penal Code and Other Acts (Act No. 68 of 2022). The enactment of the Cabinet Office Order and other Orders and the amendments to the Comprehensive Guidelines fall under the arrangement of provisions that are naturally required along with the establishment, amendment, or repeal of other laws and regulations as specified in Article 39, paragraph (4), item (viii) of the Administrative Procedure Act. Accordingly, public comment procedures prescribed in the same Act are not conducted.
